Position Title: Head Start/Early Head Start & State Preschool Education Coordinator

Reports to: Assistant Director of Education, Disabilities, and Mental Health

Department: Education and Administration

Employment Status: Exempt (40 + Hours Per Week) Full-Year Management Position

Compensation Range: $5,279.91- $7,460.37* (Step 1-Step 15) Monthly Rate & Benefits (*Pay Increase eff 7.1.24)

Summary of Duties

Provides effective leadership and supervision strategies to assigned ECE Teaching staff by providing technical assistance, staff development, ongoing training and support to ensure implementation of program goals by effectively communicating expectations and mentoring staff while supervising. Under minimal administrative direction, plan, evaluate, organize, and coordinate the implementation of HS/EHS/CSPP classrooms and sites. Assist the management team in establishing educational goals and administrative practices to ensure compliance with Federal and State program requirements related to Early Childhood and Head Start Program objectives. The Education Coordinator will establish ongoing administrative procedures involving family community partnerships, enrollment and attendance, program governance, education, health, nutrition, mental health/disabilities special needs services, and social services in collaboration with the Director. The Education Coordinator will lead the professional development planning and facilitation of assigned teaching staff. This includes overseeing staff evaluations, PD Plans, that continually assesses teaching staff effectiveness. Conducts frequent site visits to observe high quality teaching practices and identify areas for support of classrooms. This position requires completing ongoing monitoring and data analysis for program planning and improvement process systems throughout the service area. Will meet with internal and external administration and management staff, to ensure the Education service area is following Performance Standards, Agency Policy and Procedure, and all applicable regulatory to ensure a high-quality program for children and promote School Readiness.

Summary of Job Duties, Knowledge & Skills

  • Communicates with staff, parents, program managers, consultants, and community to enhance services to children and families
  • Conducts on-going monitoring, tracking, follow-up, and analysis of child development services and child outcomes. By making ongoing recommendations for program operation changes based on monitoring while ensuring corrections are made and sustained throughout the service area(s).
  • Coordinate and provide training and guidance to staff, parents, and community on a variety of pertinent topics in child education and development
  • Design, develop, and deliver in-service training programs and orientations for teaching staff (and other components as necessary).
  • Develops tools for the Child Development Specialist Supervisor (CDS) to use in their job duties while monitoring performance, overseeing staff assessment audits throughout the program year.
  • Maintains accurate records monthly/quarterly reports, and ongoing documentation required by various funding sources to ensure ongoing compliance.
  • Maintains knowledge of relevant federal, state and local laws and regulations, and communicates updates to administration and staff for planning, training, and monitoring purposes, and proposes adaptation to agency procedures, as appropriate.
  • Maintains effective internal (and external) relationships to ensure a coordinated approach to service delivery and to address service, staffing, and compliance issues until resolved.
  • Monitors and participates in the development of agency policies and procedures, and other written documents as appropriate.
  • Responsible for the maintenance of record keeping and reporting systems, schedules, timelines policies and procedures for child development

QUALIFICATIONS, EXPERIENCE, & SKILLS

  • Education: Bachelor’s or advanced degree in Early Childhood Education, Child Development, or related field from an institution of higher learning accredited by a regional accreditation association recognized by the Council for Higher Education as defined within the Head Start Act, section 648A(a)(2)(i)-(ii) is required.
    • Preferred Master’s degree related to ECE
  • Experience: A minimum of 5 years of ECE teaching and a minimum of 3 years of administrative experience, that includes supervision of ECE staff at multiple sites in ECE programs.

Knowledge & Skills:

  • Strong skills in critical thinking to resolve problems, quickly address issues and reflect on root causes to prevent future repeated concerns
  • Ability to be flexible and to adapt to changing needs of the position to meet program goals and address emerging concerns/issues in the organization.
  • Ability to remain calm in stressful situations; identify and analyze complex problems and recommend viable solutions.
  • Develop educational programs and meet the needs of children from diverse backgrounds and build a high level of teamwork at all levels with education.
  • Exercises considerable professional judgment and autonomy in decision-making with respect to the allocation of resources to pursue educational services objectives, within the education component.
  • The capacity to assist teachers in the implementation of curricula to meet the group and individual needs of children in Early Head Start, Head Start, and State Preschool classrooms.
  • Prepare, develop and present effective training programs to ECE Supervisors, program management and teaching staff.

Knowledge & Skills:

  • Support implementation of various curriculum to meet the group and individual needs of children in Early Head Start/Head Start/ State Preschool classrooms.
  • Strong leadership, supervisory, team management, organizational, and communication skills; ability to successfully interface with others.
  • Strong knowledge of Head Start Regulations and CDE Funding Terms and Conditions
  • Strong computer skills, including Microsoft Programs and software database systems such as Child Plus and DRDP online
  • Proficient experience in Virtual Platforms (Zoom, Google Meet, GoToMeetings, etc.) to set-up and assist in conducting meeting(s).

Valid Licenses/Permits/Certifications Required

  • California Child Development Program Director permit.
  • CLASS Reliable Observer CLASS Trainer preferred
  • CPR/First Aid

SPECIAL REQUIREMENTS

Prior to hire, the following must be assured:

Eligibility to Work: All potential employees will be asked to present supporting documents establishing proof of identity and employment eligibility upon completing the I-9 Form.

Medical Examination: Must submit a medical examination demonstrating capability to perform type of work required; must submit a tuberculin skin test or chest x-ray. Proof of the following immunizations: Influenza, Pertussis TDAP (Whooping Cough), Measles (MMR).

Fingerprint Clearances: All potential employees will be subject to obtain fingerprint clearances from the Department of Justice (DOJ), Federal Bureau of Investigation (FBI), and Child Abuse Index (CACI), prior to starting work.

Other Special Requirement: Must have the use of an automobile with adequate insurance coverage and a valid California’s Driver’s License or have reliable transportation.
